REGULAR MEETING
November 13, 2007
Call to Order - Chairman White called the meeting to order at 6:00 p.m. Board members present were J. B. White, Emerson Burford, Mitch McEwen, Robert Harris and Harvey Norris; staff members present were Marcie Seleb and Joyce Hosey; representing the Community Development Department was Steven Lease; representing the Jackson Progress Argus was Stewart Voegtlin.
Opening Prayer - Mr. Burford opened the meeting with a prayer.
Approval of Minutes from Previous Meeting - Mr. Harris made a motion to dispense with the reading of the minutes from the October 16, 2007 meeting and approve the same. This was seconded by Mr. Burford and approved unanimously.
Consider Policy for Provision of Residential Sewer - Bob Harris presented a report from the subcommittee that has been studying a residential sewer policy. This included a draft policy that is attached and made a part of these minutes. As proposed, the Authority would provide up to 100,000 GPD of its total 550,000 GPD capacity to new residential projects that: 1. meet the Planned Residential zoning criteria, and 2. fall within the Towaliga sewershed in Butts County.
A general discussion was held. The Board reviewed maps of Butts County’s growth phasing program, future development plan, and infrastructure. The impact of this policy on projects currently under consideration was discussed. No action was taken.
Manager’s Report
Drought Update - Ms. Seleb advised the Board that Governor Perdue has mandated that all water systems in north Georgia designated in Level 4, including Butts County, reduce water usage to ten-percent less than last winter’s average use. Systems not meeting this requirement will be found to be in violation of their permits and may face undetermined fines.
For the Authority/Jackson/Jenkinsburg, the target figure will be 1.8 MGD. For November 1-13, the average system use was 2.3 MGD.
Ms. Seleb reported that she had met with key staff and representatives of Jackson and Jenkinsburg. A plan of 16 specific tasks has been implemented to promote conservation.
Department of Transportation (DOT)Projects - Ms. Seleb reported that attorney Will White had reviewed the Authority’s tentative agreements with the DOT for the Highway 42 North widening. He advised that the currently negotiated percentage for relocation within the right-of-way (80%) was good. No action was taken.
Court Cases - Both the Butts County Rosehill zoning case and the Kimbell lawsuit fee reimbursement are on the Superior Court docket for November 19, 2007.
Ferst Foundation - Anita Beasley, who is on the Butts County board for the Ferst Foundation, has been in touch and asked about the potential for a "round up" on water bills to provide a steady stream of income for the group, which promotes reading for young children. The Authority’s billing software does not allow for this specific use. Board members agreed that this could only be worked out if feasible with the billing program. Ms. Beasley has asked to do a presentation on the Ferst Foundation at the December board meeting.
Kinard Mill Area Project - Response has been slow on letters sent in October. Mr. McEwen asked Ms. Seleb to get with Luke Weaver to make sure all property owners know about this potential SPLOST project.
Woody Lane - Ms. Seleb reported that property owners on Woody Lane, which was found to not be a public road, have agreed to pay for the materials for a two-inch line with the Authority providing labor and equipment. This meets with the Authority’s policy and the project will move ahead.
Thanksgiving Luncheon - The Authority’s annual Thanksgiving Luncheon will be held on November 15, 2007 in the conference room. All board members were invited to attend.
Operation Statistics - Ms. Seleb went over the water and sewer statistics for the month of October 2007. Water billing for the month was $176,616 with an active customer base of 5,010. Sewer billing for the month was $21,553 with an active customer base of 125.
The average daily water pumped to the Authority, Jackson and Jenkinsburg from the Ocmulgee and Stewart plants was 2.3 MGD, with maximum of 2.6 MGD. The rolling 12-month average loss was 10.8%. The total amount of water pumped in October per plant was: Ocmulgee - 63 MG; Stewart - 7 MG.
The average wastewater treated at the Bucksnort Ranch LAS was .75/.300 MGD with a maximum 7-day effluent of .133/.370 MGD. The wastewater effluent numbers are still low because wastewater has been used to fill the new holding pond.
Financial Report - Ms. Seleb went over the financial summary for Water and Sewer Operations and SPLOST. All funds are within budget. The total cash on-hand was $6,329,042 on October 31, 2007. Board members reviewed combined balance sheets for all funds for the month of October 2007.
It was noted that the slow down in the housing market has resulted in the lowest capital recovery fee revenue in the last four years for the July-October period. Copies of the financial reports and illustrative charts are attached and made a part of these minutes.
Review Bills Paid - Board members reviewed check registers for the month of September 2007. A copy of these check registers is attached and made a part of these minutes.
Adjourn - A motion was made by Mr. Burford to adjourn meeting at 7:30 p.m. This was seconded by Mr. Norris and approved unanimously.
