April 17, 2026 Regular Board Meeting

Call to Order – Chairman Marett called the meeting to order at 5:30 p.m. Board members present were Eddie Roberts, Curtis Taylor, Eddie Ford, Bill Jones, Rick Jeffares and Jimmy White. Staff member present was Alyssa Lackey, general manager and Amber Eason, clerk to the board.

Approval of Minutes from March 17th Meeting- Mr. Roberts made a motion to dispense with the reading of, and to adopt the minutes of the March 17, 2026 meeting with any necessary corrections being made. This was seconded by Mr. Jones and approved unanimously.

Discuss RV Park Project on Bucksnort Rd- Ms. Lackey reported that she was approached by property owners along Bucksnort Road, who is interested in developing a Recreational Vehicle (RV) Park. Their plans are to provide 850 lots for future contract workers within the County. She stated to the owners that sewer capacity is limited and the Authority has a moratorium on residential sewer connections. Ms. Lackey requested the property owners to attend this months meeting and present their request for the RV Park to the Board, but they were not in attendance. A motion was made by Mr. Roberts to not proceed with providing water and sewer for the RV Park. This was seconded by Mr. Taylor and approved unanimously. Mr. White abstained being that he owns adjacent property.

Meter Changeout Project- Ms. Lackey reported that M & E Construction has successfully changed out 1608 meters. They completed the project over a 2 week time-frame with a 10-man crew. They will continue to change out meters as needed throughout our system. M & E will also provide Geospatial coordinates to be imported into the Authority’s mapping software.

Manager’s Report

Project Engineer Job – Ms. Lackey reported that the Project Engineer accepted the job offer. He will work alongside Tim Ingram with Ingram and Associate until he becomes acclimated with the Authority’s water and sewer system. His tentative start date is May 26, 2026.

GA EPD Level 1 Drought – Ms. Lackey reported that the Georgia Environmental Protection Division (EPD) Director is considering issuing a statewide Level 1 Drought Response within the next 3 days. During a Level 1 Drought, public water systems are to inform the citizens on the importance of water conservation.

T W Leverette- Ms. Lackey reported that T W Leverette Road is the next water main installation project. Crews are expected to start work in a few weeks.
Operations Statistics – Ms. Lackey went over the water production, water loss and customer statistics for March. The average daily finished water pumped to the Authority, Jackson, and Jenkinsburg from Burford and Stewart plant was 2.64 million gallons per day, with a maximum of 3.04 million gallons per day. The rolling twelve-month average loss of 5% with the current monthly average at -2%. The total amount of finished water pumped in March by each plant was: Burford 62 million gallons and Stewart 19 million gallons.

Water billing for March was $350,556 up 9% from the previous month, down 8% over a rolling 12-month total, and down 4% the same month for the previous year. Sewer billing for March was $57,920 up 14% from the previous month, down 8% over a rolling 12-month total, and down 21% from the previous year.

Total water accounts numbered 6,892 at the end of March with 5,801 of those being active customers. There was 1 new connection sold. There were 263 total sewer accounts at the end of March, with 213 of them being active customers.

Financial Report – Ms. Lackey reviewed the financial summary for Water & Sewer Operations and Capital Recovery Fees for December 2025 and Special Purpose Local Option Sales Tax (SPLOST) through March 31, 2026.

Water Operations income for March was $376,163 with expenses of $345,651. Water capital recovery fee revenue for Fiscal Year 2026 thus far was $103,123 with $0 in expenses.

Sewer Operations income for March was $59,035 with expenses of $35,434. Sewer Capital Recovery Fee revenue for Fiscal Year 2026 thus far was $92,483 with $0 in expenses.

For the 2019-25 SPLOST, $4,686,838 has been collected. A SPLOST payment of $19,114.96 was received on March 2, 2026. Overages in the 2019-24 SPLOST are being covered by temporary transfers from the Water Operations fund.

For the 2025-30 SPLOST, $750,364 has been collected. A SPLOST payment of $62,839 was received on April 10, 2026.

Total cash on hand at the end of March was $17,157,396. Copies of the March 2026 financial summaries, the consolidated fund balance sheet and the consolidated fund income statement are attached and made a part of these minutes.

Adjourn – A motion was made by Mr. Jeffares to adjourn the meeting at 6:20p.m. This was seconded by Mr. Taylor and approved unanimously.
