Call to Order – Chairman Marett called the meeting to order at 5:32 p.m. Board members present were Curtis Taylor, Eddie Ford, Eddie Roberts, Jimmy White and Rick Jeffares. Also present were Carlos Talbott and Donald Bryant with Reve Solutions. Amber Eason, clerk to the board. Staff members present were Alyssa Lackey, general manager, Alex McCart, project engineer.
Approval of Minutes of June 16th Meeting- Mr. Roberts made a motion to dispense with the reading of, and to adopt the minutes of June 16, 2026, meeting, with any necessary corrections being made. This was seconded by Mr. Ford and approved unanimously.
Reve Solutions- Compost Pilot Program- Carlos Talbott with Reve Solutions provided the board with a six-month compost pilot update. Carlos is requesting that the pilot be extended for an additional six months. As outlined in the agreement there would be a 50/50 split in revenue between Reve Solutions and The Authority. At the end of the six-month extension, Mr. Talbott is estimating to have 3 fields of compost completed. Results from the most recent testing with The University of Georgia are expected within 2 weeks. Mr. Ford made a motion to approve the pilot extension. This was seconded by Mr. Roberts and approved unanimously. Carlos and Donald exited the meeting at 5:45 p.m. A copy of the proposal is attached and made part of these minutes.
Discuss FY27 Budget – Ms. Lackey presented a draft of the fiscal year 2027 budget. There was a 6% increase in revenue from FY 2026. The budget anticipates a total of $6,674,100 in income, and $2,486,751 in operating expenditures. Mr. Jeffares made a motion to adopt the FY 2027 budget. This was seconded by Mr. Roberts and approved unanimously. A copy of the budget summary is attached and made part of these minutes.
Engineers Report – Alex McCart
Mr. McCart reported that he is working with Tim Ingram of Ingram and Associates on getting familiar with the booster pump stations.
Mr. McCart has been working on reviewing the Authority’s backflow commercial policy. He will be enforcing and testing current customers to ensure the backflows are installed and working correctly.
Managers Report-
Ms. Lackey reported that Project Lighthouse representatives informed her that two of the three scopes for the water system upgrades have been awarded. The third scope expected to be awarded any day now, followed by a meeting with the Board to discuss the system upgrades.
Ms. Lackey reported that Ready Pac/Bonduelle continues to allow trash to filter into the Ready Pac Lift Station. This has been an ongoing issue that she has reported to Bonduelle on several occasions since 2023. She explained to management that if the issues continue, Ready Pac would be responsible for repairs. On June 30, 2026, collections and field crew member, Andre Thomas, discovered that one of the submersible pumps was malfunctioning. After further review, it was determined that the pump was clogged with trash and miniature alcohol bottles.
The pump was removed and taken to Gray, Georgia for repairs. The invoice totaled $6,583.00. Due to the circumstances, Ready Pac assumed responsibility and agreed to cover the cost over a six month payment plan. Mr. White made a motion to have attorney Will White draft a notice to enforce a proper procedure should the issue arise again. This was seconded by Mr. Taylor and approved unanimously.
Operations Statistics – Ms. Lackey went over the water production, water loss and customer statistics for July. The average daily finished water pumped to the Authority, Jackson, and Jenkinsburg from Burford and Stewart plant was 3.00 million gallons per day, with a maximum of 3.41 million gallons per day. The rolling twelve-month average loss of 6% with the current monthly average at 1%. The total amount of finished water pumped in June by each plant was: Burford 71 million gallons and Stewart 19 million gallons.
Water billing for June was $431,797, up 21% from the previous month, up 29% over a rolling 12-month total, and up 29% the same month for the previous year. Sewer billing for June was $87,372, up 27% from the previous month, up 68% over a rolling 12-month total, and up 37% from the previous year.
Total water accounts numbered 6,892 at the end of June with 5,806 of those being active customers. There were 14 new connections sold. There were 263 total sewer accounts at the end of June, with 214 of them being active customers.
Financial Report – Ms. Lackey reviewed the financial summary for Water & Sewer Operations and Capital Recovery Fees for June 2026 and Special Purpose Local Option Sales Tax (SPLOST) through May 5, 2026
Water Operations income for June was $472,035 with expenses of $563,937. Water capital recovery fee revenue for Fiscal Year 2026 thus far was $187,428 with $300,105 in expenses.
Sewer Operations income for June was $89,392 with expenses of $62,102. Sewer Capital Recovery Fee revenue for Fiscal Year 2026 thus far was $118,318 with $0 in expenses.
For the 2019-25 SPLOST, $4,686,934 has been collected. Overages in the 2019-25 SPLOST are being covered by temporary transfers from the Water Operations fund
For the 2026-2031 SPLOST a payment of $83,477.26 was received on May 5, 2026. To date $833,940 has been collected.
Total cash on hand at the end of June was $17,155,363. Copies of the June 2026 financial summaries, the consolidated fund balance sheet and the consolidated fund income statement are attached and made a part of these minutes.
